Land Appreciation

According GOCEC (game rules of GIIIO star), every piece of land has a population valve, and it limits mining only with cards (number to be determined) (only calculate the number of cards generating profits in the card slot). If it is necessary to expand the population, the player can only annex the land. For every land annexation, 50% population capacity will be improved. For example, the initial upper population limit (to be determined) of two pieces of land will reach up to the upper population limit (to be determined) after being merged into one piece of land.
